First off, are we using the system Pain mentioned, the on like NR was going to use?
If we are this idea would be easier to go with.
My idea is that there are some jutsu that no NPC teaches, such as the Kinjutsu (means forbidden techniques.)
If you can do each seal by clicking it on some interface on the game or by the Number Pad like Pain was talking about we could experiment to find out what the combination is for these hidden/forbidden jutsu.
I, personally, would love to be able to do the Soulbane jutsu.
So there could be a combination for it that no NPC tells you but you can obtain as soon as you figure out the seals and have enough chakra for it. Means you could define the jutsu as any other in the coding but add a to user message that says "You have obtained ... Jutsu!"
Soulbane is a powerful genjutsu. It targets the mind and causes the target to think their friends are foes. This would cause the ninja affected to attack who they think are a foe.
