for the CS to be attainable by eveyone during Chunin exam or other events orochimaru appears and invites you at sound if you agree you will have CS...

another opinion on CS2 i have noticed in the anime that there many kinds of CS...how about this:
Uchiha-gets wings(Heaven CS for any clans)
Kaguya-gets dinosour with a bone drill(Earth CS only for Kaguya)
other CS will get upgrades like horns or wings or tails or something just give the CS some physical changes for it to have a unique physical characteristics(noticed at the anime that each CS gives the manipulater a certain physical change that resembles to an animal)... this are just suggestions lol.

well my recommended clans Uchiha and kaguya must be on Sound...
See that "heaven CS for any clans" meaning if you get heaven CS if you activate CS2 you can get wings not like the kaguya clan...
